'Web Service Software Factory Feb 2008.msi' causes Spyware Doctor action

When I run 'Web Service Software Factory Feb 2008.msi' I get:
    1) Web Service Software Factory: Modeling Edition error:
            Error 1001: The specified executable is not a valid Win32 application
    2) Spyware Doctor Error: Malicious Action Blocked
            Spyware Doctor has blocked an application 'msiexec.exe' attempting to access a file.
            Path: c:\Documents And Settings\Administrator\Local Settings\Temp\Tmp135.Tmp.exe    
            Threat: Trojan-Downloader
            Risk Level: High
After pressing 'OK' for Error 1001, the installer rollbacks and does not complete installation.

I am running 'Web Service Software Factory Feb 2008.msi' on a clean machine which I did today:
    1) Formatted hard disk
    2) Installed Windows XP Professional SP2
    3) windows.updates.com XP SP3
    4) Visual Studio 2008
    5) Visula Studio 2008 SP1

I did a clean machine today because 2 days ago, I ran the 2005 modeling edition and got the same message.
I turned off Spyware Doctor thinking that it wasn't really anything malicious.
When I started using the software factory I got unauthorized 'protected memory' access errors.

Has anyone else had these problems?

The spyware alert seem to be a "false postive" basically because you are running the msi on a clean machine.
